Universal credit query.

My brother is currently in a care home receiving nursing care.
He receives universal credit which I manage for him, providing what ever he requires.
He part owns the house in which I live and he did until becoming ill.
It is not absolutely certain that he will remain in a nursing home for ever, although it is very unlikely that he will ever be well enough to come home.
The house which was left to us by my late mother requires basic work in order to keep it in a habitable condition.
My query is, could I use some of the universal credit which has accrued to undertake some basic works, in order that in the remote chance he is able to return to our home it would be in a fit condition for him, he has expressed his wish that I should use some of this money to carry out some work on the house.
Are we allowed to do this?

To clarify my thread, I forgot to say that my brother receives PIPS benefit as well as universal credit. The majority of the universal credit goes to our local authority.
Hope that clarifies our situation.

Re PIP payments when in a nursing home.
You would be advised to check your brother is still eligible to receive PIP, else he may be accruing an over-payment the DWP will seek to recover.
