In that case you can definitely tell him to shove off; this sounds like attempted fraud. He, the builder, can't expect to take payment from you for materials and then not supply you with said materials. If he isn't willing to provide the goods and/or proof of purchase then, in all likelihood, he hasn't got either and is trying to lead you up the garden path.
