Thanks for all the comments and advice.DIL IS entitled to work in the UK it is stated on her BRP all the banks co-op, nationwide, Barclays and virgin all said that the driver's licence alone is not enough for them to prove residential address even app only banks like starling, Monzo have said no.We have decided that when she starts work her salary can be paid into my son's acct until the NIN arrives2

My mother had the same problem a couple of years ag - she lived for one year in the UK to look after my child. I added her as an account holder to my existing Thames Water account, generated a new water bill, then she used that bill as the 2nd proof of address to get a bank account. It was the fastest way to get a bill in her name.2

I can confirm that I added a previous girlfriend to my Thames Water bill which was almost instant and was accepted for bank account opening.0

The big issue at the start for me after moving to the UK was proving my address not my identity. Check what ID the banks will accept and pick one that you have enough ID to meet their requirements. Monzo/Starling are usually good choices as their requirements seem a bit easier to meet.
I've used my foreign passport + BRP + drivers license to open accounts without issue with a few banks, so I'm surprised that doesn't seem to be enough. As above - a utility bills is probably an easy way to sort that until the NINO letter arrives.0 -
