Is that vertical pipe your water supply? That is a ball valve which you can open / close using a screw driver. Easy to replace this or add a gate valve if you want to.

Given that isolation valve is almost closed I would say no
Can you show us a pic of under your sink and have you checked the cupboards to the left and right of your sink?0 -
Mine is a circular brass valve about half the size of your hand where the pipe enters my garage.Never pay on an estimated bill. Always read and understand your bill0
