Damp on external wall on new build

Have you tried clearing away some of the gravel to reveal the the brickwork course below the BT cable entry? How old is the house?1

Those slate chippings look to be far too high, look left at the airbrick, that may also be filling with water. Remove them so you can see one brick below the airbrick.
I'd take it as far back as the block perpendicular to the flagstone leading to the door.1 -

It's worth saying, that there is a cavity tray above the air brick - see the weep near the brick. It's possible that water comes from the top.

The slate chippings are a bit high but the DPC is above the air brick so the damp should not extend above this assuming that the DPC has been installed correctly.
The new build estate that we are on has a relatively high water table and almost all of the properties have damp bricks up to the damp proof course but where the DPC has been installed correctly that is where the damp stops. There are some plots however that have obvious problems with the DPC as the damp is tracking further up the walls!!0
