Queens Retail Park, Preston - Euro Car Parks PCN

Hi everyone, I have read the newbie guidance but I have a specific question that I could do with some advice on.
I have just received a PCN from Euro Car Parks for exceeding the maximum period allowed at Queens Retail Park in Preston on the 10th of October. I am not going to contest that I did exceed the time (we commented on existing that we were about 40 minutes over the 3 hours) but I did visit numerous different retailers which was the reason I exceeded the time. I spent a whole hour at Energi - Trampoline Park, followed by Smyths, The Range, Food Warehouse and Aldi. I know the guidance is to contact the retailer or the landowner as the first port of call. I have no idea who the landowner is but of the retailers who do you think I will have success with and what method should I use?

    It's probably a managing agent for a retail park , so find out who that is and complain to them

    Ask the retailer's who they rent from

    Check with the council who pays the business rates for the site
  • i would contact each and every one of the retail outlets you visited 
    photocopy your charge notice , and hand it to manager of each venue , along with purchace details ans copy of recept if possible add your email address and say you expec t email confirming cancilation asap 

    tell them that this has left a bad taste in your mouth , and 1: you feel like returning un used goods , 2: you will not use site again 

    you were a valid customer , and due to staff shortages and covid delays , you have ended up with £100 ticket 

    in other words SORT IT PAL (pal = manager)

    IMO many of these tickets attempt to impose unfair T&C on the consumer,  if you are buying a sofa, havig your hair done, selling your scrap gold, having a game of table tennis, having a meal, or letting small fish hoover your toes, 3 hours is unlikely to be long enough.  Read this.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers. On 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and hopefully this will become law shortly

    Well done you, excellent outcome. Plan A, as per the NEWBIES FAQ sticky, comes to the rescue - retailer/landowner complaint in the first instance often returns positive results.

    Great - could you post about this on SUCCESSFUL COMPLAINTS (linked in the NEWBIES thread) and say who people should contact for this retail park?  It is not enough just to post on this thread alone, as no newbie will find it once it drops down.
