Is my wall damp? Confused

Apologies if this isn’t the correct place for this. We recently moved in to our new house and have discovered this weird greasy looking patch on the wall, sort of behind the washing machine (on the wall behind) it wasn’t wet to touch it was just cold, it got bigger over the past few days but this morning it now looks like this. I thought it was ice at first (🤷‍♀️) but it feels like fluff so I assume it’s probably mould? What could be causing it? There is also similar small blobs appearing on the wall, the same dark greasy like spots. There is also a similar mark pretty much directly above this but on the ceiling. We know we have some roof felt missing (roofer coming to look @ it this week) but any ideas what it could be before we fork out a fortune to fix it?

    It certainly looks like damp. If it feels colder than the rest of the wall, that would be an indicator - Damp walls suck up heat.
    I would initially suspect the washing machine - Either the waste pipe or feed water pipes - Pull the machine out and have a real good check for leaks & drips. You might even find water pooling under the WM if it has sprung a leak.

    You need to see what's on the other side of that wall.

    Sorry I misunderstood your post, so your saying the washing machine etc are on the other side of the wall? In which case you need to go round an pull out the machine to look for any leaks with the pipework, connection, the machine itself.
