My late husband and I lived in Beech Avenue at the Vale in Acton in a council flat in the 80's and I discovered the mentality on the estate was that if someone wanted what you had, they just took it.  One morning the car wouldn't start - car was locked - someone had nicked my car battery.   I expect it is different now as so many are privately owned, but we used to joke if it wasn't nailed down it would be gone.
We had the same with our ex council property. They would steal anything. Including the other half's bosses pick up truck that we borrowed to move house with. That was a great welcome to the estate having a truck stolen on the first night in your new home. We should have realised then what we were letting ourselves in for.

That said there is car crime where we have moved too now but it tends to be high end cars that are stolen to order and they break into the houses to steal the keys for them!!
