    Perhaps it would help if you advised the OP  to whom they should  report the breach of section 1
    Trading standards - which is via CAB i believe?
  • They could disconnect the supply outside the property if a PPM is not an option. Get gone that's my advice, and I used to work in this area for a well known German owned energy company.
