In theory, it should simply be a matter of filling a bowl with hot water (hot enough that you can just tolerate putting your hand in it for a short while), and holding the two so that only the outer one is in contact with the hot water. If you hold it up by the inner glass and gently jiggle it up and down, the outer one should drop away as it warms up.
You can make it quicker/more effective by using hotter water, but you risk cracking the glass, depending on type and thickness.

Run the outer one only under hot water (tap-hot, not boiling) - hopefully it'll expand enough to be removed. You may need to gently tap it off - break that 'seal' - using something gentle like a wooden spoon wrapped in a tea cloth.

Be sure to catch it when it does come away...
  • As the two other posters have written.  Glass expands when heated up, so using the hot water to heat the outer glass only should make it expand slightly, enough to get the unheated inner glass out.  But this should have come up in all the google searches you've done, so I'm wondering what you've tried?
  • Double-whammy! Sit the outer glass in a bowl of hottish water, and put some cold water and ice cubes in the inside one :-)
