SMETS2 in new build flat

My daughter just moved into a new build 70 flat 4 story development and I was surprised to find a SMETS2 meter outside her 3rd floor flat and a similar gas meter on the ground floor.
However the gas led on the electric meter comms hub is not flashing and there is no in home display.
Am I right in presuming that they have installed "Dumb" smart meters and are waiting for something like "ALT HAN" https://www.althanco.com/about-alt-han/ to get everything working?

    Right now there is a positive incentive to install smart meters regardless of the smart functionality.
    She is going to have to submit the gas readings manually for the foreseeable future.

    I would strongly recommend that having taken the meter readings and photos of them, she also does a verification check to make sure that the meters she thinks are hers really are hers. It is notorious for meters to be misallocated in new builds. It is seen mentioned in the forum quite often, and happened to my daughter with her electricity meters, only discovered, IIRC, after she had switched supplier at least once. Very tricky to disentangle. This remark also applies to water meters. Another of my daughters moved into a flat where the previous occupier had paid the bill based on RV, and when my daughter requested to pay by meter readings there was much fun and games. Find the meter, read it, photo it, and verify that it is the right one!
