Window Seals?

Hi all, I live in a ground floor all electric flat and it is very cold, obviously this wasn't apparent during the warmer months we've just had but now the temperatures have dropped it's causing a bit of an issue. I'm starting to worry about the future months coming as it will be unbearable if it is already a struggle now and I prefer the cold! Heating wise it has a 2kw panel heater but it really needs to be constantly on for it to warm and at 30p an hour on peak it soon adds up.
I am tempted to buy some upvc window seal as a test and replace the seals around the windows to see if it helps, I can't see any obvious draughts but noise level is high from the road so I feel the window could be the culprit for that extra cold feeling if a lot of noise is getting through?

If your windows are getting on a bit then it could also be that the hinges are past their best. Have a look around the window and see if there are any points where the seal doesn’t appear to be compressed in the frame. If so it may be worth replacing the hinges in addition to the seals. Can be picked up for peanuts and really not a difficult job so worth doing.0
