Home buyers surveyor access

Hi all
In the process of selling our flat (bottom floor maisonette). We have just received a request from the buyer's surveryor that they have access to the flat above us. The flat is rented out by the owner and she is not keen to allow acces - which is understandable.

Is this a normal request for flat sales? They have said they need to inspect the roof and assume that is what they need access for?
Will this jeopardise the sale at all if our neighbour doesn't allow access?

    Well, is access to the attic/roof via that flat? It's not essential though, plenty of surveys (particularly of flats) just end up with a disclaimer that the surveyor couldn't inspect the attic (or see parts of the roof).

    Yeah - access to the roof is through their flat.

    Well I sold such a flat a few years back & surveyor didn't ask for access to upstairs flat. He was able to look at the roof from the front & rear of the property & was able to establish it was in good condition.  

    If I lived in an upstairs flat I'm not sure I'd want to grant access for a flat I'm not even selling. 
    The bigger the bargain, the better I feel.

    I should mention that there's only one of me, don't confuse me with others of the same name.
