Windows 10 quality updates

I don't have broadband and only occasionally use a laptop tethered to my phone.
A few months ago, a Windows update ate up my months allowance of mobile data and since then I've tried to avoid tethering for Updates.
As suggested, I have used wiFi tethering since then.I'm now concerned about security issues, so is it possible to do a quality update to secure the machine, while ensuring it does not
do a feature update?
