Dual rate meter/smart meter

we have a dual rate electricity meter and an immersion water heater. Would like to change to single rate and a smart meter. But our current provider (Bulb) says they would charge £120 to change to single rate and can't install a smart meter since it is not compatible for an immersion boiler. Is the latter right ? And are there providers who will convert from double to single rate without charge? who are they?

Many suppliers will happily bill an E7 meter at single rate, including Neon Reef who are one of the cheapest but are ignored by the CEC. Also look at Avro and Yorkshire. Start comparing with Citizens Advice and 'Switch with Which?'. Say you don't have E7 to get a single rate quotation: if a site looks up your meter details just compare using a non-E7 address in the same region.Don't assume that single rate will be cheaper, always try both. If you have gas you shouldn't be using an immersion heater, electricity is four or five times as expensive.0

As above, why? If you currently have NSH's and an immersion heater running on E7, and you switch to single rate, you will at least treble your heating and DHW costs.
Bulb are talking nonsense, all smart meters will work with E7, and they neither know nor care what devices are connected to the supply.No free lunch, and no free laptop0 -
