Smart meters and flats

I live in a 3rd floor flat. Gas meter is in the basement and electric meter is inside my flat. Can I get a smart meter?
Looking to do an energy switch but most tariffs either require a smart meter or the need to have one installed. However can't find a straightforward answer to my question if a smart meter is even possible for those in my situation.

OK for electricity but probably not for gas. You might still qualify because you'd agreed to their installation.However, it's usually the big boys that insist on smart meters and they seldom offer the best deals. Have you checked using Citizens Advice and 'Switch with Which?', and have you compared separate suppliers as well as dual fuel?0
