BPA AOS member , so download the 2020 edition of the BPA CoP , check the England section , read clause 13 on grace periods , the section on keying errors and the difference between major and minor errors , plus the section on signage and illumination too
Complain to the ice rink or landowner
Then await any PCN,s , check for POFA compliance , check for BPA CoP compliance , read the newbies FAQ sticky thread near the top of the forum , then decide on any plan of action , checking back with us in this thread for more advice regarding Premier Park of Exeter3 -
You need to go back to the car park** and take your own photos of the signage in similar light conditions to those applicable at the time. Don't use flash, you need to show it as you saw it (or didn't see it!).Take shots of the entrance, the sign layout around the car park, the height of the signs, their lack of illumination, and the P&D meter and its sign. You might take an additional one of that sign by the meter with flash to show the wording. These can be very important if PP press a court case against you, which could be many months (or more) away, and parking signs do change if PPCs are having trouble making their T&Cs shown on the signs to hold up in court cases. You need to have them 'as was' at your disposal if required.

Thank you guys..very helpful. Just went on Trip advisor and read reviews about this specific Ice rink. Most of reviewers complained about being stung by a £100 fine few days after their visit. Literally all of them say that signs were not clear in the night. The ice rink manager response to those review was always..tough..we have nothing to do with the parking company.0

The ice rink manager response to those review was always..tough..we have nothing to do with the parking company.Try and find out who does. Is it a multiple outlet site, if so there may be a Managing Agent running the site (and contracting with the PPC). If there's a notice board at the entrance showing all the site occupiers, the MA's details are often shown on the foot of it - outfits like Jones Lang LaSalle, Savills, Workman LLP, contact any named MA shown on the notice board. Please note, we are not a legal advice forum. Welcome to our world !!
We have been fighting for a fairer system for many years !!2 -
Sorry but another question. If they deploy their tactic of not sending a PCN and then send a debt recovery letter, what are my options? Obviously by then I have lost the appeal option. Is it pay or go to court? Also by then I would have lost the option of paying a discounted charge and will have to cough up the whole charge.0

Post 4 in the Newbies thread tells you about debt collector letters
I have been coming here for over 7 years and the advice has never changed in over a decade , IGNORE !!
They need to issue invoices before anything else , the invoice is the NTK PCN
No invoice = no alleged debt , no contract
They have 6 months to send a PCN , or both PCN s
Nothing is owed at all unless a judge says so2 -
What if they claim that they already sent the PCN? Do they need to prove that?0
