Puzzling letter from Probate office

After sending in the appropriate probate forms, I have received a reply which has me stumped.
It suggests that has there are no assets I do not need probate, and can reclaim my fee.
What I am not understanding is the house needs to be registered into my name. So how can an house left in a will not be an asset?
Can I go ahead and change the house deeds without the probate letter?

No I lived with my dad in the house, and he left the house to me in his will.

that does sound very strange - daft question but did you put a value etc for the house on the IHT form?0

I have no idea what’s going on in these official organisations but nothing surprises me anymore. I received an email from the Office of the Public Guardian some months ago and I have never seen anything like it! There were about 15 spelling or grammatical errors in just a few lines of type.I suspected it was a scam email because it was so bad and I contacted the OPG who amazingly confirmed it was genuine and from one of their “Managers”. They said they would be discussing the matter with her.1
