My laptop speakers produce a reasonable sound volume when "tested" but the sound is almost inaudible on youtube, etc. All obvious volume controls are set to maximum. Windows 10.

I have to ask, is the volume on youtube set to max?
Have you tried headphones? if so same problems?1 -
No headphones available. Volume on BBC is a lot better than Youtube but still inadequate.

Try setting it on the command line. I use linux not windows but had to set my volume to 147%. Maybe on Windows as well you can go past 100% on the command line,
