Not all crimes are considered equal by people... defrauding a large company like Amazon or an insurer like Direct Line seems to be more morally acceptable than lying to the police about the same incident and effectively accusing an unknown third party. Companies therefore often want a crime reference number (which they can check is in the right format for the local police force)  just to set that higher level.

We often see the same with theft claims in insurance, people don't want to bother the police because there is no point but an insurer wont settle without a crime reference number. Things get more complex when it comes to uninsured children taking their parents car and having a crash as either the parent was complicit in which case the insurer can recover the money from the parent or the child stole the car in which case the right of recovery is only against the kid who is clearly not going to be a position to pay so it gets written off.... parent says they didnt consent but refuses to inform the police about the theft.
