Travel insurance and local lockdowns

I've done a search but couldn't find an answer to my question.
I, like a number of other people in South Wales, have been refused refunds because the flight / train was still operating although we were legally forbidden to travel on them (not being permitted to leave our county to travel to the airport / destination) and have been told by the airline / train company to contact our travel insurers, only for them to tell us that local restrictions on movement weren't covered.
Does any insurance company offer cover for inability to travel due to local lockdown?

Unfortunately, I'm not sure there is. Even Staysure, who offer an enhanced COVID policy, say a local lockdown meaning you can't go on holiday, is not something they include.
I'd suggest for any future trips trying to book as last minute as possible or booking with providers that offer free cancellation or the option of changing dates even if it costs more.
With train tickets if you buy ordinary train tickets like an Anytime Single or an Off-Peak Day Return you can get them refunded (minus a £10 admin fee) if you don't travel (or if the train operator cancels the service you planned to travel on you can get a full refund with no admin fee.) With Advance tickets you can change them to another date for a £10 admin fee and any difference in fare so if you have a £40 advance ticket, you can exchange it for a £50 advance ticket on another date for the same route for £20.0 -
Hm. Really not worth taking the risk, then, unless travelling literally the next day.0
