House was built 2001 and the old up and over door needs sorting so I am wondering if I can just block up with a window? freehold no covenants or other restrictions. but wil I have to tell council etc?

I also would check with your local planning dept as it might have to be notified as change of use0

You might find that off-street parking was a condition of planning permission.
