Flat roof leak caused by poor condition of neighbours roof?

I live in a flat felt roofed terrace and the recent rains have unfortunately caused my roof to fail yet again in the same spot it did 5 years ago. Previously, the roofers mentioned that the very poor state of the adjoining property was a massive contributing factor. They warned that this would cause the repair to be relatively short term. I suspect they were right sadly. Unfortunately, the house next door is an HMO and very little English (if any) is spoken there. The tenants haven't ever expressed any interest in maintaining the property externally. It's essentially a slum.

I fear I'm unlikely to get anywhere with them. What are my options here, legally and otherwise?

    IT will not be the tenants' responsibility. You will need to take it to their landlord.

    Yes it's the landlord.
    But if he's let it get to this state and the tennants haven't complained you are going to need some real diplomacy to try and sort this.
    Can you post a picture to show how the adjoining property is causing your roof to leak?

    Is that sitting water on your roof as well as theirs?  The bleaching suggests the felt is original to the house, as oppose to the nice rubber looking ones a few doors down?  I think it's really time, if so.  

    If you are at the point where your roof needs replacing then perhaps something can be done to help keep you nice and separate from next door at that time.  

    I wouldn't start a dispute without knowing that your house is in order, if you see what I mean!
