Home Responsibilities Protection & Reduced Stamp

My wife is due to receive her state pension from April. Whilst at work she paid the reduced stamp but gave up work when our first child was born in December 1981. Apparently she doesn't qualify for Home Responsibility Protection (ie a credit on her NI payments for her state pension) even after she gave up work as she still had an 'election' in place - does anyone know if this is right?
