Replacing flat roof whole house

I'm trying to help someone get quotes to have their house flat roof replaced. 1930s house. Roof appears to currently be concrete with board over and 3 layer of very old felt above that. No discernible insulation. Its appx 80M2 in size. What should they be looking for in a quotation for a reasonable job, without breaking the bank?
EPDM as the covering? What thickness/manufacturer? 
New OSB boards? What thickness?
Insulation I gather would now be mandatory - Celotex or similar to the correct thickness - under the OSB?
Does the celotex/OSB and EPDM all get bonded together?
What would be a reasonable price range for 80M2 replacement assuming they need scaffolding and waste disposal too?
The home owner would qualify for £5K from the new Green Grant scheme but being a long way from any big city there is no flat roof insulation company registered for it anywhere near.
