It is possible that it doesn't have planning permission as a terrace. Round here, the planners are anti roof terraces because of overlooking issues. So, its use as a roof terrace may not be kosher, and that's why they haven't applied for railings. That one is within the conservation zone, I take it?
If that's the case, and really the EA's ought to know what the rules are for their area, I'm surprised that they are describing it as a roof terrace, really.No reliance should be placed on the above! Absolutely none, do you hear?0
