Provisional driving license not accepted as ID???

Me and my husband have had an offer accepted on a house and need to apply for a mortgage. Our mortgage broker had said that my husband's photocard provisional driving license is unacceptable as a form of ID for halifax. We were really surprised by this as we thought the photocard provisional license would be fine as ID.

His passport has expired and the same day passport renewal service is cancelled due to covid so a renewal will take at least 2 weeks. This is all causing us quite a bit of stress because we don't want the sale to fall through (whilst we are trying to take care of a 9 week old baby!).

On the halifax website it says that a full driving license is required for an old style paper license - but with a UK driving license photocard it does not stipulate that it must be full license (I am not allowed to post the link, unfortunately).

Is it normal for a provisional photocard license to be refused as a form of ID for a mortgage? I am wondering if it possible that the broker could be mistaken on this?

    The list gives a number of options for people who have neither passport nor driving license: probably the simplest to obtain is an HMRC Tax Notification.

    Documents we will not accept include, but are not limited to

    • Provisional driving licence
    • Mobile phone bills
    • Credit card statements
    • Ok - I should have mentioned that when we were told the provisional photocard would not be accepted, we were given a list of ID that would be acceptable - this list differs from the government website you linked above. E.g. the website says a birth certificate is acceptable name ID, but not according to the list from my broker. We have a birth certificate so if the list on that website was being used then we would be fine....gaah!

    Thanks. We turned the house upside down looking for an HMRC letter,  to no avail. :(
    But it's just occurred to me - perhaps HMRC would send one out if we asked them?

    I noticed that UK provisional license is on the list for address ID but not for identity...bizarre!
  • I used my birth certificate plus a council tax bill with Leeds. Not sure if Halifax would accept these. 

    I will warn you your solicitor will probably need photo ID for their money laundering checks so I would get on the new passport anyway. I did this and it took less than two weeks to come back and this is when the backlog was higher back in July :) hope this helps.

    The solicitor accepted the provisional photocard license. It's just the bank that are refusing it. 
    We haven't offered his birth certificate yet, because it wasn't on a list of acceptable ID that the broker gave us, but I am going to offer it to him now... Can't harm!

    • Current EU/EEA passport, [full] photo driving licence or identity card.
    • All other current signed passports, with a valid UK Visa where applicable.
    • HMRC Tax Notification.
    • Young Scots Card.
    • Biometric Residence Permit.
    • Blue disabled drivers pass.
    • Benefits entitlement letter.
    • UK Armed Forces ID Card.
    • Home Office Immigration Status Document accompanied by proof of right to reside.
    • Home Office Application Registration Card.
    • Northern Ireland Voters Card
    Submitting anything else is a waste of time.

    Where on the Halifax website does it stipulate that it must be a full driving license? I just checked the link and it says "Current EU/EEA passport, photo driving licence or identity card."

    Actually I just phoned Halifax and the guy said he couldn't see any reason why a provisional license wouldn't be accepted, as long as it has photocard and current address.

    Do you know on what basis its not being accepted ?

    Exactly! Thank you. At least me and my hubby are not the only ones that think this.

    We were told by broker that a provisional driving license is unacceptable and it must be a full license...that's all.
