Just do self assessment, I've received refunds after 2-3 weeks for the last couple of years.
I would agree that SA is easier but I was explicitly told to stop doing it as from this year . I tried to still do it but it wouldn't let me, so to register an increase in pension contributions as a 40% taxpayer, I had no choice but to request an increased tax code via my personal tax account.
The other problem is that I can not yet see any tax calculation yet for 2019/20 and no idea when this will be done . When doing SA of course you see your calculation immediately .

It is probably just wording but it sounds as though you have tried to get HMRC to amend your 2020:21 tax code to obtain tax relief for 2019:20.

But HMRC never allow tax relief on pension contributions in a tax year that is different to the tax year the contribution was made in.

No that is not the case .
I know that I will make more pension contribution in this tax year, than the previous one . So I wanted to increase my tax code to match that , so I pay less/correct  tax this tax year .

If you've sent a letter in and they've acknowledged in the government gateway site, might be worth a phone call to follow up.  It's possible the person who received it didn't understand, so did nothing.  I had an issue with a similar letter not be actioned correctly.  Person on phone saw the mistake, and it was sorted in a couple of days after the phone call.

I did not send a letter in . I went in to my personal tax account on line and requested an increase in tax code .( as I will make more pension contribution this year than usual)
I was just making the point that the first time I did it , nothing happened, but when I did it again it worked , so a bit hit and miss.
