Reclaiming tax on PPI PAYOUT

Having successfully made a PPI claim on behalf of a deceased relatives widow. I’ve tried to reclaim the income tax - the Revenue have rejected the claim as the deceased  died over a year prior to the payment and the payment formed part of his estate - the widow is the sole beneficiary.  Is this correct? any guidance appreciated
