btw, we only rent to professionals therefore, on the whole no probs with their income but current climate you need to be careful.

Thanks for your replies. I am already a landlord myself (only the one property but I am aware of all the obligations of being a landlord). I do have power of attorney so that helps.
He has unfortunately gone downhill a lot during lockdown and his care at home has had to increase considerably. This on top of the bills involved with a large house (gas bill alone £400 a month) has meant despite his quite generous company pension that he's now overspending by over £600 a month and his savings are disappearing fast.
After speaking to a care home today I think it will be at least £800 a week and obviously could increase (they did say they'd need to make an assessment but were giving a ball park figure).
I'm fairly sure he'd prefer to stay home as long as possible so I'll look into whether the LA can help with home care when his savings do dry up (think he still has too much savings at the moment).
I will try to speak to him about care homes as I'm fairly sure it's something unavoidable if his health deteriorates any further.  Not sure when though as we're not supposed to visit people's houses in Leeds again and I can't really understand him over the phone.

    Thanks for the update OP
Re Leeds and vissitng  - you could check to see what they are saying re "support bubble." Ask your council and ask them if you fall into the support bubble.

As I said earlier, seek a private care person that just pops in to check and other items that the LA may tell you about like the alarm/alerts and what care package your dad qualifies for.

Re heating, does you dad have separate valves on rads, could reduce heat in rooms he hardly uses. We have the most heat in the hall, bathroom and ensuites and drawing rooms and other rooms are set a low makes a big difference to the bills.

Another thing is you don't want to send him into a care home and costs shoot up then having to move him out/
Do you have what they call an "Extra care/shelter home" in your area its for people with some ability and cheaper than care homes but should they need a care home they often stay in this home as its for those too unfit for shelter home criteria but too well for care home.

Households mixing for the purpose of care of a vunerable person is allowed, even when an area has restrictions :)

You could also form a support bubble with his household, again contact is permitted under local restrictions.
