How long for a debit card refund to reflect on bank account balance?

    Going offroad for a minute I take it you have asked him if he has checked with the neighbour? I would also put in a claim with whoever delivered the package.
    I asked him to check with his immediate neighbours and he responded by ranting about how now has no money and I've caused him enormous drama.  He seems a generally very anxiety-ridden person.
    But he already spent that money buying the item so  would not have  had the money.

    Well that is Stripe holding up the process. As a refund does not require authorisation, so in effect they are like faster payments. Once processed by your merchant they are straight to the other bank or overnight at worst. Barclays in this case have no input in the process at all.
    So all I can think is that Stripe process credits once a week.

    When it comes to be withdrawing funds from Stripe to my bank account it takes one full week.  Same for all their UK clients.  So maybe they just like to take their time processing payments.  They are primarily a US company so maybe that is something to do with it.  Business owners using Stripe in the US are able to receive their funds next day, but it's always a week here in the UK.  In my experience Stripe are a reliable provider, they are just quite slow.
