Insurance claim for covid-cancelled holiday capped by 'extended cancellation'

Once again I'm disappointed by my insurance company.
We had a holiday booked back in April which obviously didn't happen. We did everything right - as far as we knew - by boking with credit cards and having annual insurance policies. Mine is with Economycover.com (Premium cover).
We initially waited to claim as we were trying to reschedule for next year. It was a sailing holiday and unfortunately the charter company went bust so we've finally gone to our insurance companies. 
I managed to get a refund for my main flights so I was claiming for my share of the accommodation (the boat) and some internal Caribbean flights. My insurance company has finally come back to me saying I am only covered for £1000 of extended cover, even though the big writing at the begining of the policy says £4000 for cancellation.

Under 'Cancellation' it says:
Cancellation or Curtailment ChargesWhat is CoveredWe  will  pay  You,  up  to  the  amount  shown  in  the  Policy Schedule,    for    any    irrecoverable    unused    travel    and    accommodation  costs  and  other  pre-paid  charges  (including  sports,  concert  and  entertainment  tickets)  which  You  have  paid  or  are  contracted  to  pay  together  with  any  reasonable  additional travel expenses incurred if:a) Cancellation of the Trip is necessary and unavoidable as a result of any of the following events occurring; orb) the Trip is Curtailed before completion as a result of any of the following events occurring:1.  The death, Bodily Injury, Serious Illness or Complications of Pregnancy and Childbirth:a) Youb) Your Travelling Companionc) any  person  with  whom  You  have  arranged  to  reside  temporarilyd) Your Close Relativee) Your Close Business Associate2.  Compulsory quarantine, jury service attendance or being called  as  a  witness  at  a  Court  of  Law  of  You  or  Your Travelling Companion.3.   You    or    Your    Travelling    Companion    being    made    redundant,  as  long  as  You  had  been  working  at  Yourcurrent  place  of  employment  for  a  minimum  continuous  period  of  two  years,  and  that  at  the  time  when  Youpurchased  this  insurance  or  at  the  time  of  booking  any  Trip,  there  was  no  reason  to  believe  that  You  would  be  made  redundant.  This  cover  would  not  apply  if  You  are  self-employed or accept voluntary redundancy.4. You or any person who You are travelling or have arranged to travel with are a member of the Armed Forces, Territorial Army,  Police,  Fire,  Nursing  or  Ambulance  Services  or  employees of a Government Department and have Your/their  authorised  leave  cancelled  or  are  called  up  for  operational  reasons,  provided  that  such  cancellation  or  Curtailment could not reasonably have been expected at the time when You purchased this insurance or at the time of booking any Trip.5.    In the event of Burglary at Your Home within 48 hours of Your  departure  or  the  police  requesting  You  to  return  to  Your Home due to serious damage to Your Home caused by   fire,   aircraft,   explosion,   storm,   flood,   subsidence,   malicious persons or theft.

Under 'Extended Cancellation' it says:
Section Q1: Extended Cancellation Or Curtailment Charges Cover What is CoveredSection A – Cancellation or Curtailment charges is extended to include the following cover. We will pay You up to the amount shown  in  the  policy  schedule  for  any  irrecoverable  unused  travel and accommodation costs (and other pre-paid charges) which You  have  paid  or  are  contracted  to  pay,  together  with  any reasonable additional travel expenses incurred if: a) You were   not   able   to   travel   and   use   Your booked accommodation or b) the Trip  was  Curtailed  before  completion  as  a  result  of  the  Travel  Advice  Unit  of  the  Foreign  &  Commonwealth  Office  (FCO)  or  the  World  Health  Organisation  (WHO)  or  regulatory  authority  in  a  country  to/from  which  You  are  travelling issuing a directive: 1.  prohibiting all travel or all but essential travel to or 2.  recommending  evacuation  from  the  country  or  specific  area  or  event  to  which  You were  travelling,  providing  the   directive   came   into   force   after   You purchased this  insurance  or  booked  the  Trip  or  in  the  case  of  Curtailment after You had  left  the  United  Kingdom  to  commence the Trip. 

I know the section under Extended Cancellation mentions WHO advice, but that says it is relevant to curtailment. We coulnd't travel at all - our holiday was not curtailed.
Under the main section for cancellation it states compulsory quarrantine. Surely that's what we were all in back in March/April?
I am, again, frustrated with insurance companies wriggling out of paying out on the cover they are supposed to provide!

So am I being unreasonable thinking I should be able to recover my full costs rather than being capped at £1000?
