Private road sewer and water pipe insurance

Hi, we live on a private road with 8 other houses which were built between 2013 and 2016. The 9 houses feed into a private sewer under the the private road, before connecting in to the public sewer, at the bottom Some of the houses have their external stop cocks and water meter combined in the pavement, and are located up to 50m away from the properties, down the road in the pavement.
One of the neighbors has water leaks between their meter and their house 40m away. It go me thinking about insurance. Standard sewer and water supply insurance is straight forward to find, but the T&C state they only cover the specific property supply and drains, and do not cover anything that is shared or outside the property boundary.
I'd like to insure against any issues with sewer or main water supply, that run down the private road. We have a road management company that I run, so happy to takeout the cover under the management company and get all parties to contribute.
Does anyone know if this cover is available and from who, as I cant find any on the web?

I thought the water companies had to take over responsibility for all shared sewers some years ago. See https://www.unitedutilities.com/help-and-support/wastewater-services/sewers-and-drains-explained/ for example.0

Once the pipe leaves the curtilage of the property, it is the water company that is responsible.0

Just to clarify the above points. I have just been informed by South West water that the water companies took over any drains up to July 2011 but not those built after in which case you would need to apply to the water company which apparently is an expensive and a complicated process and it the drains are not built to a standard they accept then they can refuse.0
