PCN for Congestion and ULEZ

Received two PCN's today for a journey to London recently. Had a rough idea what the signs meant saying entering zones etc , but there was no info provided to stop and pay any tolls or do anything and assumed any tolls would be collected where needed, so just carried on driving.
Doesnt look like theres any grouds to appeal either
This seems very unfair - unless you live in London, how are you maent to know the local rules and processes to follow to pay tolls to avoid being fined ?

Google London Congestion Charge.

Never had to Google "toll roads" in the UK or Europe. Theres a fee they stop you and collect it.
Its not simple. What other things do I need to need to Gogle that I dont know about ?

The congestion charge has been in place for seventeen years. It has never been anything other than CCTV/ANPR-controlled, requiring you to hunt out payment. For the first eight years, you could only pay on or before the day of entry - now you can pay the next day.
As driver, it is always your sole responsibility to ensure you comply with regulations. You were told by the signage that you were entering the congestion zone - it was your responsibility to find out how it worked. Entering the zone renders you liable to abide by its rules.1 -

So you thought that every single road crossing into the CCZ and ULEZ (there must be several hundred) would have a tollgate and a little man in a high-vis jacket collecting your fee?
This has to be a wind-up.
If it's not, then I suggest you do some research before you use the Dartford Crossing...No free lunch, and no free laptop4 -
