Business Rates 20/21

My park owner has finally given me a partial refund for when his site was closed due to CV19 restrictions however he has deducted £165.25 Rates for this period. The local authority (Dumfries and Galloway) where the park is located has given 100% rates relief to the Hospitality, Leisure, Retail and Aviation sectors. If the park owner has no liability for Rates himself can he legally charge me for Rates? It's not a great deal of money I know however it is the principal that is annoying me. All responses gratefully received.
