    None of those things have anything to do with your delivery agent.

    either your receiver pays for the items, or collects the items, or whatever. Or they choose not to and they get sent back. That’s it.

    your chosen courier owes you zero. They did their job.

    That is not their job. That if for you or the receiver to do. It doesn’t matter what your opinion is on this I am afraid.

    I don't even know what country it was sent to, but if it was sent to the UK and valued over £39 then VAT would be due. 

    What value were the goods?
