The 25k is not across all banks. You could:
day 1: send 11k to Halifax
day 2: send 25k from Lloyds to seller, send 11k from Halifax to seller.

You have no protection if things go wrong other than the courts / bailiffs etc

Call the bank.
I needed to do a larger payment a month ago. Sorted it through the app webchat. it was Starling though

I have done larger payments.  I just phoned the bank went through security and some questions trying to confirm that I was not partaking in a scam or being coerced and then they authorised it.  Went through fine

And if they give false details and meet you somewhere that you can not be sure is their home?
