Received Gladstones letter from a friend from 2 houses ago, looking for guidance!

Hi everyone I want to preface this with the fact that I have read the Newbie Guide and am just looking on clarity of which stage I am, due to the fact this is the first letter I have received while clearly missing some.

Yesterday I received a letter from a friend who just so happens to live in a house that I lived in two houses (and about 2 years ago) ago. I have attached a censored version of the document below. I honestly don't have any recollection of exactly where this parking fine could have come from as when I moved house I remembered having a few local council fines and paying them quickly but do not recall this one. After reading the Newbie guide my gut feel is that I should be at the pre-action stage and think this is a letter before court? But at the same time I am unsure if this is just a debt collection stage that I can let go further. 
Should I be emailing a SAR to the landlord of the car park in question and letting Gladstones know that I am doing this to defer by 30 days? I feel at the minimum at this stage I should be updating Gladstones with my current address but am anxious to make any unneeded contact as that seems to be a consistent theme throughout these forumns.

Really would appreciate any advise or guidance, I suffer with OCD and making decisions based off of my own information gathering can sometimes be overwhelming.

14 days is a debt collector letter , IGNORE , DISREGARD , but file it away with everything else

a 30 days notice plus financial forms is an LBC or LoC , which may need addressing

any SAR does not go to the landlord or landowner , it would be emailed to the DPO at LPS, the parking company, attaching proof of I D under the GDPR (not passport, not driving licence)

any complaint goes to the landlord or landowner, not a SAR

I would recommend you email all parties with a data rectification notice , to each DPO, with your current address details , attaching a copy of the V5C or copies of 2 recent redacted utility bills as proof of I D under the GDPR, asap  (not passport, not driving licence)

Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,

Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.

So to confirm I need to:

Do this please, because the MHCLG are keen to hear from people like you, to find a way to stop this happening to people in future.  Comments are invited about the whole Code of Practice and most people feel that parking charges (double the amount of Council ones) are extortionate.

Please now make a real difference because not enough people have yet, and time is running out.  The Government is consulting for just a few more days, about a new statutory code of practice (CoP) and framework intended to rein in the rogue parking firms. 

Read and comment on the draft CoP proposal and the enforcement framework consultation (two separate consultation documents).

HOW TO DO THE SUBMISSIONS:

BSI PAS 232 – COMMENTING ON THE CODE OF PRACTICE AS DRAFTED:

1.    You will need to register then log in, to comment on the CoP and enter an occupation even if you are retired or a homemaker.  

 

2.    Register, log into the BSI page, and download & read the cover letter here:

3.    Read the cover letter again and note the suggested extra questions... if you agree that, say, the 'loading/unloading and dropping off, asking for directions, and disabled people parking on double yellows as they can on street' activities listed should be exempt (not parking events, what do you think?) then please go to the Annexes at the end of the PAS Code and find the one about Exempt Vehicles and state what other activity you think should be added to the exempt list. 

 

4.    Download the PAS itself and start commenting on what you wish to say something about.  Quick links to each section appear on the left of your page. 

 

You don’t have to comment on everything, e.g. you might want to skip the definitions and focus on later sections, and certainly look at the Annex tables at the end that show things like consideration & grace periods and exemptions.

 

5.    Submit comments when you are happy with them. Don’t just ‘SAVE’ and forget!
