How to claim compensation?

I'm always amazed by the number of mothers (I presume) who thrust their prams and pushchairs out into the oncoming traffic while remaining safely rooted to the kerb themselves.  It's like they're playing some apocalyptic/Death Race 2000 "Kill my baby if you dare" game.

Well a lot are IVF now and that is not cheap (the babies not the prams).
