setting up internet in house with no phone number (yet)

Hello All,
A friend is moving into a flat where there has not been a phone line set up previously. There are phone lines connected but it's a new build I think and doesn't yet have a phone number. How do they get this sorted out?
I was going to recommend PlusNet for broadband and phone - can they just go direct to them and get a number and set up the internet at the same time? And how long will it take to be up and running on average?

Plug a phone into a socket and ring his mobile - his phone number (if the line is live ) will be displayed.Never pay on an estimated bill. Always read and understand your bill1

As I said, I don't think a phone lne has ever been connected. The sockets are all in place, but nobody has ever set up a phone or got a number.0 -
If the site is supplied by Openreach then yes you can contact a provider of your choice from the usual suspects. If the developer has done a deal with a an alternative supplier, then you need to know who that is and contact them1

Put through an order with the supplier of your choice and they will take it from there.
If it's not Openreach the order will fail and your friend will need to ask the landlord/agent or the neighbours who supplies the phone/internetA kind word lasts a minute, a skelped erse is sair for a day.0 -
Just get a mobile data deal and use that instead.
My mum and dad have one with Three that is unlimited data for £20 per month.0
