Worcester Boiler 35l Fails to heat properly.

Had new Bosch/Worcester fitted. It is not heating the upstairs rooms. Previously had a Vokera and then Baksi [over the last 20 years] with both heating the entire house with no issues [this despite being "inferior" boilers]. The Bosch approved fitter says he is not sure what the problem is but mumbles about "balance". I had new pipework fitted upstairs and the system blown through but this has not fixed the problem. Phoned Bosch and they say its my "system" thats at fault - despite the only difference being the boiler.
Just wonder if anyone has had this problem with Bosch/Worcester.
