Government is already paying negative interest rates to money invested with in through the Debt management office - which is where local authorities place a lot of their cash funds and balances.
We won't get negative mortgage rates however - so they won't pay you to have a mortgage - indeed its notable that banks have actually started putting up mortgage rates alongside requiring larger deposits as they are worried about the risk of giving loans out in a period of impending high unemployment.0
