We entered the carpark at bibury trout farm, tried to phone the number on the signs as we had no internet signal. The number was unavailable (we tried on 2 phone) so we left. This process took 14 mins according to their camera footage. We were fined £100 ,the IAS appeal upheld the fine. Is 14 mins really parking?.Feel cheated.

Have you read the NEWBIE sticky, it explains why the IAS is not to be used. It is not binding on the motorist (unless you used the paid for version) so just sit back and wait for the letter before/of claim and the court papers plus the inevitable avalanche of debt collector rubbish (about which you take no action - except to keep as ammunition against them for unreasonable behaviour).2

This the place ? https://www.biburytroutfarm.co.uk/Were you planning on visiting the farm? or just usng the car park?it would appear that their car park operates on two levels, one as a pay to use car park, and as a so called free car park for farm customers as long as you enter a number on a terminal somewhere in the farm/visitors centre

Look up , frustration of contract and the CRA 2015
Let a judge decide if it was parking or attempting to follow the rules , could not do so due to circumstances beyond your control , so you left as soon as it was clear that you could not fulfill the contract2 -
Bibury Trout Farm has been covered here a number of times - do a search on keyword 'Bibury' and read other threads, none of which seem to have gone anywhere. Ignore anything further unless you receive a Notice of Claim or (unlikely) court papers. Presumably it is ARDParking pursuing you? Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

This is not a fine, this is an invoice from a scammer, possible an ex-clamper for compensation for the damage they allege they suffered as a reslt of your dastedly behaviour. Pay them not a penny unless a judge orders you to.
Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation.,++If possible, write bad stuff on their website, TripAdviser, Angling Times, etc.

The IAS will say no because it's the scam
If Bibury don't wake up their ideas, they will lose in the current conditions.
They rely on footfall, Japanese in coaches (they did) and selling trout pellets to feed THEIR fish
Google Bibury Trout Farm Tripadvisor ........ thanks to the parking scammer the rot has set in2 -
A little search of reviews shows this copy and paste response when people complain about parking from the trout farm:
Thank you for your review, we welcome all feedback and we are sorry you had a difficult experience with the parking . The car park is controlled by a management company,Ardpark, and as such we have no recourse on parking fines. Please e mail them at drivers@ardpark.co.uk to contest.
I would go in, with a complaint to the trout farm aimed at expecting this response, something along the lines of ( but not identical to )To whom it may concern at Bibury Trout farm,We recently visited your car park on (date) and after attempting to use the defective pay by phone system ( the number was unavailable/call failed to connect) we left.We were shocked to receive a parking charge notice, from your agents - ardpark which we then promptly disputed, this was then shockingly rejected by your agents, who provide so called car park management in your car park Ardpark. In good faith we then appealed this to the so called independent appeals service, who, to our surprise rejected this decision. After a little research into the IAS/IPC we were shocked to discover that no true independent appeals service is available, the IPC/IAS are both linked through shared directorships and there is no clearly defined level of independence. As you are Jointly and Severally liable for the actions of your agents, we are now instructing you to cancel this called parking charge notice, We have no intention of paying this ridiculous charge and should court proceedings be issued by your agents we will have not other option than to consider having you jointed to any claim, which could leave you liable for any court costs incurred by your agents unreasonable actions in [pursuing this matter.I look forward to your response in this matter confirming that the parking charge notice has been cancelled, and as a gestuyre of goodwill we will be willing to waiver any costs that we have incurred ( including time at £19/per hour or part thereof) in dealing with this situation

- I have never been in favour of drop hands offers. Given the circumstances I would cause them as much trouble as you can.
