Ceiling fan fitting - can light be affected?

I know nothing about ceiling fans with lights or electrics so please forgive my question. I'm looking to do a HA mutual exchange with someone who has installed ceiling fans. They are leaving them but it turns out they don't have light bulbs. They claim they prefer not to use main lights. This seems unusual to me for them not to even have bulbs in them, as I was thinking most people would use a main light from time to time. I was advised to ask for bulbs to put in to check the lights work, and wouldn't be concerned except the tenant went silent on me a few days ago after I asked. Is it possible for ceiling fans to be fitted faultily so that the fan works and the lights don't work? (I've seen that the fans do work.)  As much as I love the property I don't want to move somewhere without ceiling lights. Many thanks!

    I presume you mean there's a fitting for light bulbs but the bulbs are missing. It is possible for the fan to still work but the lights to be faulty but unlikely, especially if it's the same on other fan units dotted around the house.

    Having said that, I wouldn't have thought it was a deal breaker. Someone with basic electrical knowledge could replace them with standard light fittings for less than £5 each. It will obviously be more if you want fancy fittings or have to get an electrician in but not hugely expensive.
