I am not sure I would even say 'what would have been your mother's share' - it leaves the question of whether it is a large enough share openable.  We decided to make this gift to you in your mother's memory or something has less scope for arguing.

Agree, make it clear it is a gift not a legacy.

I would word it to say explicitly "As you were not a beneficiary under the will, you are not entitled to anything from [Name]'s estate, however, X and I, as the beneficiaries, have decided that we wish to make gifts to you and your brother, from our inheritances. We have chosen to do this as we are aware that had it not been for your mother's death, before Aunt XXX died, she would have received an inheritance and we felt that Aunt would have liked part of her estate to pass you you.
However, for the avoidance of doubt, we must make clear that you have no legal right to receive any funds at all, nor to have sight of any accounts. The money is given to you purely as  a gesture of goodwill by myself and Name"
