Civil Enforcement PCN advice please

i recently received a PCN as the registered keeper of my vehicle. I have read many other threads including the newbies one but am a little confused; grateful for some help!
i want to appeal and wish to exercise my right not to name the driver at the time of the apparent offence (if i even know who it was). yet when i go through the online appeals process the first step is to say whether i was driving or not. There is no option to skip this step, This means i cannot appeal without exercising my right!? Do i have to do it in writing (i dont really want to send it by post)?
Hope everyone is safe in these strange times....PCNs are definitely not needed during this time....

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.
