Puppy - a pre-exisiting condition or not?

I'm looking to get pet insurance for my 4 month old Chocolate Labrador, Bella.  Bella had a small limp a few weeks back and the vet said that one of her elbows is slightly rotated, and we should keep an eye on it as these breeds can be prone to dysplasia.  The rotated elbow is on her records.  Do I need to disclose this as a pre-exisiting medical condition?  She has not yet been diagnosed with anything but I wonder if I might have trouble with an insurance company not paying out IF she does develop an issue such as dysplasia?  In the event of a claim, do insurance companies access the vets medical records?

    Just to clarify, I'd declare her having a slight rotation of the elbow?

    You declare the condition and they decide what to exclude. Which is likely to be not just the condition itself but anything that could foreseeably arise from it.
    My last rescue girl had a limp when I got her that didn’t clear up and (pre-insurance) and X-rays showed mild hip dysplasia. The exclusion covered all hip treatment for both hips and also any arthritis of the hips developed in later life.

    Also to add they can later remove exclusions in some circumstances. My girl had mange when I got her so they also excluded all skin conditions. She didn’t have any more issues so I challenged it several years later and they reviewed and took the exclusion off.

    ye, it is a pre existing condition and that  will also apply to any future problems that could be  related to the limp. So , if she does have dysplasia that  any  treatment will not be covered.
    When you make a claim the insurance company request a copy of your pet's medical record from your vet.
