When trying to appeal on ECP website can't process


I've recently received a "parking charge notice" and not PCN from police or council. Morrisons in Blackburn has an underground car park which when in bburn we use to shop as it used to be free parking. However this time we were shopping for longer due to queues and did not see any signs stating owned by Euro Car Parks as we haven't been there in a long time. Also the signs are hard to see. The car was caught on ANPR with entry time and exit time. Entry @ 13:41 and exit 16:53pm 07.09.2020
So when I received the letter on 14.09.2020 it was a surprise. I emailed Morrisons and they replied back to me that they will look into the matter as the charge is £80 but discounted to £50 if paid within 14 days of date issued.
After reading through many threads on here I decided to copy and paste one of the appeals letters in blue from the faqs section. However on ECP's website when I go to appeals page, and enter the Ref number 88883561546 and then upon entering my car reg number, the form defaults to new appeal. Without allowing me to enter my email address. At this point at the bottom of the page a statement is displayed
"This Parking Charge Notice has been processed cancelled. No further action required"
Does this mean Morrisons have appealed on my behalf and cancelled the parking charge notice as I haven't received a reply email from them since 17.09.20
I have attached a screenshot of the appeal page and the writing displayed at the bottom.

Correction the full cost is £85 not £80.0

You would have to ask Morrisons , but it seems likely they intervened and had it cancelled
ECP will not be owners of that car park , just contractors for the landowner , like they are for my local Morrisons2 -

And they did, it is cancelled. The moral of this story is to ALWAYS complain to the CEO of the supermarket for cancellation or the landowner.
ANPR does not know about covid, the parking companies do though and will try it on to see how many mugs they can find

Woohoo well thanks guys after my last post at 11:06 am I received am email from morrisons @ 11.47am today stating they have intervened and it has been cancelled

I am pleased to confirm that we have issued instructions for this Parking Charge Notice to be cancelled.

I've removed the assistants name and my name. So I complained online to Morrisons on their website where there is a parking charge complaints section on I think 15.09.20 and it has been resolved now 25.09.20glad I had already complained to Morrisons about this issue.

The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms. Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.
You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

Please complete comment on all sections if you have a view, remembering the vision of the Knight Act is to end extortionate parking charges. Responses into the PAS 232 and MHCLG framework documents are not completely straightforward:On the MHCLG response, you have to answer the questions on a 1-5 scale from strongly agree to strongly disagree, and then put some commentary. No way to upload documents or alternatives.
On the PAS 232, you have to click on each clause and sub-clause to put your comments, and a suggested rewording of their draft. You can see comments which other people have written!
But, when you click ‘submit’, a message pops up to say your comments have been received, but that only applies to the particular clause you have just addressed.
You have to click ‘submit’ separately for each individual clause response.
Some people will be caught out by this but can revisit it and add further responses up to 12 October.

Hi just felt I should rephrase my comments. Firstly I complained out of my own accord on around the 15.09.20 directly on Morrisons website as I found the charge of £85 and discounted to £50 extortionate. At the time I thought why not try ask Morrisons for advice and help.
I was not joined to MSE forurms at the time so did not look at the FAQs which are very helpful btw. I joined the site today 25.09.20 and read through the faqs as seen so many posts today where mods reiterate over and over again to read the faqs first. So if I had joined the site on the day 14-15.09 and read through the faqs it would have helped. But in this case I did not read through the faqs to try Plan A as it was common sense to me personally.
However I agree with coupon mad these private firms are charging people extortionate amounts and we need reforms. I will read through those sites and share on social media too.1 -
