Blue Badge Parking Bay

My Husband & I went to our local Debenhams to Return & Collect goods We parked in the allocated blue badge bay proceeded to get the wheelchair from the boot headed to Debenhams Click/Collect via the lift and joined the que of a dozen other customers we returned to the car packed the wheelchair away and left.  When returned home from been away  for a few days we were presented with a PCN from Shield Security saying we had been clocked at 13.25.15 parking up and leaving at 14.16.30 so we had over stayed the 30 mins allowed time by 21 mins.  My Husband went back to the parking bay to read the notice on the wall to see if it was worded right The PCN was £80 if we paid straight away it would be discounted to £48 my point is 30 mins is not long enough for to get a wheelchair set up got about your business return to your car pack the wheelchair away and leave its impossible. 
I have now received 3 letters from Shield Security last one been dated the 9/9/20 to be paid no later than 7 days of the date on the letter but the letter didn't arrive till Saturday 19/9 I then got a letter on 23/9 from Debt Recovery PLUS telling us we now have to pay £159.00 dated 18/9 
any advise would be appreciated

    What happened when you simply complained to Debenhams Head office, which the NEWBIES thread tells everyone to do first?

    You know from the NEWBIES thread post #4 to ignore and laugh at DRP letters.

    As above , complain to the landowner or retailer , adding your legal point but not about the blue badge , but the Equality Act 2010 , because it is that law you are talking about , nothing to do with the blue badge

    The blue badge is the visible permit , it is not the law

    Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation., i

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.
