Nationwide, Virgin Money or Metro might be good options.
Does he/she have any local banks or building societies?

They have no internet, they are on the electoral roll.  I only know they told me they tried to open an account at a bank before lockdown and didn't manage to do so because of lack of ID. They'd be looking at a local bank to go into it to open an account, and don't require anything other than an account that they can withdraw cash from at an ATM. Up to now they've used the Post Office but they've had another letter reminding them that is stopping next year.

I've already contacted their nearest bank and they have confirmed they can open an account with a birth certificate, council tax letter and their DWP pension award letter. So that's what they plan on doing. Thanks for all the replies.

Hope it all goes well - worth checking they have an agreement with Post Office (counters)
This gives them the option of the branch, ATM or Post Office counter (or the latter two should the branch close)
